Using a descriptive qualitative approach, data were collected through interviews, observations, and document analysis. The analysis refers to the six dimensions of policy implementation barriers proposed by Warwick (1979), namely: magnitude of change, number of actors involved, number of decision points, alternative commitments or preferences, intrinsic complexity, and timing. Findings indicate that three of these dimensions significantly hinder the process. First, overlapping responsibilities</em> <em>especially in urban administrative units</em> <em>cause operators to deprioritize Prodeskel tasks (alternative commitments). Second, technical challenges such as slow system performance and login issues (intrinsic complexity) reduce efficiency and data accuracy. Third, a limited time frame</em> <em>particularly for sub-districts, which only receive about one month for data entry</em> <em>constrains the overall implementation (timing). On the other hand, the other three dimensions</em> <em>organizational change, actor involvement, and decision-making structures</em> <em>were not identified as barriers, as coordination across stakeholders was smooth and decisions were made in a direct, administrative manner. Although Regional Regulation Number 6 of 2022 has been enacted and implemented through the Banyuwangi Hijau (BWH) Program, field practices show a lack of community participation, limited awareness of waste sorting, and delays in waste collection. This study aims to describe and analyze the implementation of the regional regulation using O’ Jones' theory, which includes three aspects: organization, interpretation, and application. This research employs a qualitative method with a descriptive approach. Data collection techniques include observation, in-depth interviews, and documentation with informants from the Environmental Agency and related community members. The results show that in terms of organization, the Environmental Agency has carried out its structure and duties relatively well, although there are still shortcomings in facilities and human resources. In terms of interpretation, socialization has been conducted but is not yet widespread, resulting in limited public understanding of the policy. In terms of application, implementation of the program remains suboptimal due to technical challenges and low public involvement. The study concludes that the implementation of Regional Regulation Number 6 of 2022 through the Banyuwangi Hijau Program has not been fully effective. Using a descriptive qualitative approach, this study identifies barriers that hinder women's involvement and identifies strategies that can be taken to increase their participation. The findings show that although women's presence in the Musrenbangkel forum is becoming more visible, their level of involvement is still low, at only around 30% of the total participants. The main inhibiting factors include social and cultural norms, limited access to information, and the double burden of being both a housewife and a worker. In addition, the dominance of men in the forum and the lack of a gender-friendly facilitation approach also contributed to the low active participation of women. The background of this research departs from the importance of utilizing information technology to improve the quality of community services at the village level. This application is expected to simplify the administrative process, as well as provide faster and more efficient access to services for residents. However, its implementation in the field still faces various obstacles, such as the lack of public understanding of digital technology, limited supporting facilities, and a strong conventional service culture. This research was conducted using a descriptive qualitative approach and relied on data collection methods in the form of observation, in-depth interviews, and documentation. The results show that the communication strategy implemented by the village government reflects the five main elements of communication according to Harold Lasswell, namely: who conveys (communicator), what is conveyed (message), through what channel (media), to whom (message receiver), and what impact is caused (effect). Although various forms of socialization have been carried out, the effectiveness of communication has not fully reached all elements of society. Therefore, a more effective communication strategy is needed that actively involves the community, and is in line with social conditions and digital capabilities and digital capabilities of villagers. Gandhi viewed non-violent pedagogy as an essential foundation in building individuals who are not only intellectually intelligent, but also have high morality. This concept emphasises the importance of education as a means to strengthen human values, such as honesty, justice and empathy. This research uses a descriptive-analytical approach by analysing Gandhi’s writings and thoughts on education and non-violence. The results of this study show that Mohandas Karamchand Gandhi's thoughts have a deep relevance to the development of character education, especially in the context of moral and spiritual values. One of Gandhi's main contributions is the concept of non-violent pedagogy or ahimsa, which emphasises the rejection of violence in all its forms. The study uses a qualitative approach with a narrative study. Data collection was conducted through observation, interviews, and documentation. The research results, based on the seven management principles according to Luther Gulick, show that the management of BUMDes in an effort to increase the village’s original income includes: (1) Planning: BUMDes Rekso Wijoyo faces challenges such as limited capital and business licensing issues; however, in 2025, BUMDes will focus on utilizing available resources through a food security program, involving the participation of various parties, including the community; (2) Organizing: The organization of BUMDes Rekso Wijoyo is still simple but is updated annually to support ongoing programs; (3) Staffing: The recruitment process at BUMDes Rekso Wijoyo is not open due to limited funds, but human resource development is carried out through training; (4) Directing: The director's guidance is effective, with a focus on improving the village economy; (5) Coordinating: BUMDes Rekso Wijoyo involves all parties and prioritizes transparency in every collaboration; (6) Reporting: Financial reporting is still simple using Excel, but accountability reports are made transparently to relevant stakeholders; and (7) Budgeting: There are several obstacles, such as limited capital and ineffective financial management, but BUMDes Rekso Wijoyo continues to monitor and evaluate to address the ongoing issues.
